A Competent Person in relation to The Regulatory Reform (Fire Safety) Order 2005 is a person who:

Has sufficient training, experience or knowledge and other qualities to enable them properly to implement fire-fighting and detection measures, such as the use of any non-automatic fire-fighting equipment.

Arranges any necessary contacts with external emergency services, particularly as regards to fire-fighting, rescue work, first-aid and emergency medical care.
